This project has been approved by the Development and Reform Commission of Xingtai City. The entrustment of the Hebei Provincial Tobacco Company Xingtai City Company (hereinafter referred to as the “Tendering Agencyâ€) to the project for public bidding and the selection of the successful bidder.
2. Project Overview and Bidding Scope
2.1 Project Name: The second announcement of the monopoly vehicle leasing procurement project of the Xingtai City Company of Hebei Province in 2017.
2.2 Service Location: Hebei Province Tobacco Company Xingtai City Company.
2.3 Completion deadline: The contract will be delivered within 10 calendar days after both parties sign the contract.
2.4 Content of Bidding: Hebei Provincial Tobacco Company Xingtai City Company Monopoly Supervision Management Section Car Rental Service Procurement, including vehicle leasing, vehicle insurance, vehicle inspection, and reasonable compensation services. 22 motor vehicles are rented for a period of 1 year.
2.5 Source of Funds: Self-raised.
2.6 Service Quality Requirements: The quality and technical requirements are in line with national, industry standards and bidding documents.
3. Bidder qualification requirements
3.1 The bidder must be a vehicle leasing operating entity with legal qualifications. A service provider with long-term supply of the vehicle leasing capacity required by the bidder has a good business reputation with a registered capital of 5 million yuan or more.
3.2 The bidder must be able to provide a letter of intent with the car manufacturer or dealer.
3.3 The Bidder must appoint a special person to be responsible for all related services and other related matters within the term of the car rental contract.
3.4 The vehicle provided by the bidder must meet the requirements of the state, industry technical standards and bidding documents.
3.5 The Commonwealth does not accept bids from the Commonwealth.
4. Bidding Registration and Obtaining of Bidding Documents
4.1 Qualified and interested bidders must go to the 2nd floor of Xingtai Public Resource Exchange Center (No. 2868 Quanbei West Avenue, Xingtai City) to register and obtain the bidding documents;
4.2 The potential bidder who intends to obtain the bidding documents authorizes the trustee to hold the original power of attorney and the ID card and bring along the original certificate and a copy of the following certificate (with official seals page by page, incomplete documents or ineligible documents will not be accepted): Business license (copy) of enterprise legal person, tax registration certificate, organization code certificate (copy of duplicated business license of the three-incorporated ones only), “information letters for inquiring about bribery crime files†issued by the procuratorial organs, Letter of Intent for Cooperation with Automobile Manufacturers or Distributors.
4.3 Application and receipt of tender documents: From February 16, 2017 to February 22, 2017, every day from 9:00 to 11:30, and from 14:00 to 17:00;
