Difficulties and strategies in the contract energy management mode of LED street lamps

This paper analyzes and summarizes the problems and influencing factors in the product management of LED street lamp contract energy management projects engaged in and investigated in the second half of 2014 to the first half of 2015. Put forward your own opinions and provide possible solutions to different problem points and influencing factors.


1, the background


From July 1st, 2014 to June 30th, 2015, a total of 17 LED streetlight contract energy management projects in Ningbo, Taizhou, Shaoxing, Jiaxing, Zhoushan and Shenyang, Liaoning Province were randomly selected for field investigation. And research, found that due to the characteristics of "high investment, high requirements, long cycle" of LED street lamp contract energy management project, project management and capital bottleneck, technical bottleneck and credit bottleneck are listed as four difficulties. The difficulty of product management is reflected in different degrees in project management, technical bottlenecks and credit bottlenecks.


2, the choice of suppliers


2.1 Owner designated supplier


Prioritize the supplier of the project location or the supplier who has previously implemented the local project to become the unwritten "heart" of the owner. Research shows that Ningbo owners tend to recommend Ningbo Liaoyuan Lighting Co., Ltd., and the owners of Jiaxing City tend to recommend Zhejiang Sunlight Lighting Group Co., Ltd. and Zhejiang Shenghui Lighting Co., Ltd., Taizhou City, Zhoushan City, and Shenyang City. Owners tend to recommend suppliers in Hangzhou and other places that have previously implemented local projects. The proportion of cross-recommendations and cross-regional recommendations is relatively small. Among the 17 projects in the field investigation and research, 1 case was written in a single clause of the contract energy management service contract, and 1 case was submitted for the implementation of the entrustment letter (the official letter of contact). The oral recommendation and other informal recommendations almost covered the rest. 15 projects. There is no shortage of local protectionism, the mentality of the local government's officialdom to stabilize, and the running skills are not as good as running. It is not an accidental coincidence. The recommended reasons are varied. The template that comes down to it is as follows: In 2013-2014, XXXXXX jurisdiction completed a total of more than 5,100 street lamps energy-saving renovation, including 2,400 baht in 2013 and 2,700 baht in 2014. The LED street lamp products of Zhejiang XXXX Co., Ltd. were used for transformation. Since installation and use, the operation is stable and the quality is reliable. Disadvantages: It is not conducive to the control of product prices, quality, services, etc. by investors or energy service companies;


Countermeasure: In this game of "shopping big bully, big bullying shop", even through the model demonstration project (such as: test LED street light), it proves that the products of other manufacturers are better than the products of the designated manufacturers and switch smoothly. The supplier is also inevitably encountering some human interference during the project implementation, operation, maintenance and payment process. Because the project is closed from implementation to operation and maintenance, it is impossible for every detail to be perfect.


2.2 Partner recommended supplier or lamp manufacturer's own project


As a partner who only collects commissions (such as information fees), LED street lamp manufacturers are recommended. On the one hand, they trust the products and services of LED lamp manufacturers. On the other hand, there may be related political and economic interests. In view of the capital flow considerations or due to the small scale, the nature of the enterprise (such as private enterprises), the shortage of enterprise qualifications, etc., the luminaire manufacturers failed to fully obtain the trust of the owners, and handed over the "cooked ducks" to the investors or Energy-saving service companies, which have to use their own lighting products, are also "reasonable" requirements. Of the 17 projects surveyed and researched in the field, 9 projects are owned by partners or suppliers of lamps and lanterns, accounting for 53% of the total.


Disadvantages: It is also not conducive to the control of product prices, quality, services, etc. by investors or energy service companies;


Countermeasures: Negotiate and resolve, and conduct multiple rounds of competition in the distribution of interests.


2.3 Independent selection of suppliers


Eliminating the interference of market factors completely is no longer a single source procurement method. Instead, it is the "Chinese Dream" of LED street lamp contract energy management project through public bidding, invitation bidding, competitive negotiation and inquiry procurement in the list of qualified suppliers. Of the 17 projects surveyed and studied in the field, only 5 were less than 30%. Moreover, in the initial intention negotiation of these five projects, there are “songs and greetings” that come from all directions, and they come from government departments, owners, partners, suppliers, industry associations, and leaders of various groups within the group. Colleagues, only one is to recommend suppliers and recommend products. After the competition, the balance of power was broken. In the end, the suppliers who "win the bid" often let the grassroots procurement personnel and technicians "be both expected and unexpected", completely and completely completely independent of the procurement personnel and technicians at the grassroots level. "There are only one case for deciding to purchase, and it is a project with an investment of less than 500,000.


Disadvantages: disrupting normal procurement procedures and increasing the workload of grassroots procurement personnel and technicians;


Countermeasures: reduce government and decentralization, open fair and just sunshine operation


3. Control of product quality


3.1 Technical evaluation criteria


The technical evaluation criteria are basically used and slightly higher than the technical requirements of the bidding documents for the 2012/2013 fiscal lighting product financial subsidy promotion project:


(1) Life expectancy: 30,000h or more;


(2) lumen maintenance rate: burning point 3000h, lumen maintenance rate is not less than 96%; burning point 6000h, lumen maintenance rate is not less than 92%; burning point 10000h, lumen maintenance rate is not less than 86%;


(3) dustproof, solid foreign body and waterproof grade IP65/IP66;


(4) Safety indicators: meet the requirements of GB7000.5-2005 "Safety requirements for road and street lighting fixtures"; pass national voluntary product certification;


(5) Disturbance voltage: in accordance with GB17743-2007 "Restrictions and Measurement Methods for Radio Disturbance Characteristics of Electrical Lighting and Similar Equipment";


(6) Harmonic current limit: in line with GB17625.1-2003 "Electromagnetic compatibility limit harmonic current emission limit (equipment input current per phase ≤ 16A) requirements;


(7) Electromagnetic compatibility immunity: in accordance with GB/T18595-2001 "General requirements for electromagnetic compatibility of lighting equipment";


(8) Light distribution of lamps: in accordance with GB/T9468-2008 "General requirements for luminosity measurement of lamps" or GB/T7002-2008 "Photometric test for floodlighting lamps"; after application, LED street lamps should meet the "Design Standards for Urban Road Lighting" CJJ45-2006 lighting design requirements;


(9) Other relevant technical indicators shall comply with the requirements of the "Technical Requirements for Semiconductor Lighting Products (2010 Edition)" issued by the National Development and Reform Commission and the "Technical Evaluation Factors" in the tender documents (see Table 1 of the Annex).


(10) The test report required to be provided is the test report issued by the relevant national inspection agency accepted and approved by the national energy conservation product certification body.



3.2 Technical evaluation and problems in the process of product quality control


(1) Confusion of lighting designers


The place where the wild horse of thought can be reached may not be achieved in reality. Can be drawn on the renderings, but can not be made in reality, or the actual effect and expectations are very different. For most lighting designers, choosing LED street lights is a headache for them. Because there are many brands of LED street lamps in China, the quality, style and shape are so different that their understanding of the products is very chaotic, so choose LEDs. Street lights often encounter a situation where the lighting products are far from the actual design assumptions. Every luminaire used in the design hopes that the manufacturer will provide physical samples for the lighting designer to check and experiment to determine the light distribution, anti-glare, comfort and lumen maintenance rate of the product, which is actually due to the construction period and The pressure of other abnormal factors, construction has begun or has been completed, lighting designers may not be able to see the full range of samples fully meet the requirements of the sample. The "one size fits all" plagiarism style of LED street lights on the market is beyond the expectations of lighting designers who prefer personalized engineering.


(2) Test report integrity


Among the 17 projects in the field investigation and research, 5 cases of non-conformity between the test report issued by the national energy-saving product certification body and the relevant national-level inspection organization and the actual sample size/model/picture are only provided for safety and optical correlation. The 5 cases of the test report can only provide 5 cases of test reports issued by non-state agencies, and can provide 2 cases of China Energy Conservation Product Certification and CQC Product Certification.


(3) Reliability of LED power supply


On July 16, 2014, the National Certification and Accreditation Administration issued the No. 23 announcement in 2014 to adjust and revise the original compulsory certification implementation rules. Products such as LED power supply were included in the CCC certification (China Compulsory Certification, also abbreviated as "3C" The scope of the certification ", the new implementation rules were officially implemented on September 1, 2014. Of the 17 projects surveyed and studied in the field, only 5 were strictly implemented and actively implemented.


The top three suppliers of LED street light power supply are Mingwei Enterprise Co., Ltd., Infineon Electronics (Hangzhou) Co., Ltd., Maoshuo Power Technology Co., Ltd., and the highest quality (quantity) insurance (certificate) period. The length is five years, and in the 17 projects in the field investigation and research, the quality (quantity) guarantee (certificate) period or the contract period is more than five years, and even more than ten years. From the perspective of economics or cost accounting, usually a contract period of six years is the most cost-effective for investors or energy service companies, recovering costs in the first three years, and earning reasonable profits in the next three years. Replacing a failed LED power supply or LED street light within one contract cycle will result in a loss of more than 10% gross profit.


(4) Dramatic acceptance of completion acceptance


Among the 17 projects in the field investigation and research, comprehensive performance self-examination and system energy-saving self-test were carried out according to the established procedures, and then the experts of the expert committee or the third parties recognized by both parties were organized for testing. There were 3 cases; Regardless of the quality of the product, as long as the completion acceptance report can be obtained, 14 cases of mentality.


On the same road, due to historical reasons, different pole distances, different pole heights, and different road widths may occur. Among the 17 projects surveyed and studied in the field, the largest measured rod distance is 57 meters, and the minimum measured rod The distance is 26 meters, the maximum measured rod height is 11 meters, the minimum measured rod height is 8 meters, the maximum measured road width is 20 meters, and the minimum measured road width is 16 meters. Under the condition of keeping the original conditions unchanged, it can fully meet the national standard. It is almost impossible, even with the top-mounted LED street light, the effect can only be better than the original high-pressure sodium lamp.


(5) The stubbornness of the owner or manager


Originally, a rated power of 250 watts + 250 watts of high pressure sodium lamp/base was installed between the motor vehicle and non-motor vehicle lanes. After the field survey, the lighting designer, according to CJJ89-2012 "City Road Lighting Project Construction and Acceptance Regulations" and other national standards, In view of the average illuminance, uniformity and other considerations, it is generally recommended to strengthen the power and rated luminous flux of motor vehicle road LED street lamps, and reduce the power and rated luminous flux of non-motor vehicle lane LED lighting fixtures. Among the six related projects in the field investigation and research, Only one owner or manager agreed in writing to implement the lighting designer's recommendation. Other reasons for refusal were varied: 1 fear of the "bad reputation" of losing assets or cutting corners; 2 not conducive to the purchase of spare parts (transportation) 3 maintenance); 3 worried that the people do not adapt; 4 to maintain consistency with the surrounding environment; 5 energy-saving transformation plan has been reported; LED street lights appearance, color, etc. will also meet the original requirements, and can not be changed.


(6) Intelligent control or smart lighting hot and cold


In the "information collection, preliminary negotiation" stage, sales engineers tend to recommend remote control intelligent switch light function, real-time monitoring function of telemetry system, remote signal alarm function, remote view image transmission function, query and retrieval report, maintenance management function, etc. Of the 17 projects in the field investigation and research, only 3 of them used "time-division dimming, and the LED lamp power was adjusted to 70% of rated power after 5.5 hours in the middle of the night", Intelligent control or intelligent lighting "hot speculation" is in stark contrast. At present, the LED street lamp intelligent control system on the market is expensive, the operation is not convenient, and the energy saving is not high. It is also the three mountains that are used in the LED street lamp contract energy management project.


(7) Focus on new technologies and use of old products


The "natural attributes" of contract energy management relying on new technologies for survival determine that it must constantly pay attention to new technologies and adopt new technologies. The installation and maintenance cost of LED street lamps is greater than the "social attribute" of the first purchased equipment (LED lamps and accessories). More attention to cost performance (especially safety, durability), will not easily accept new technologies, new products. Therefore, in the LED street lamp contract energy management mode, product management members often pay close attention to new technologies and new products. During the implementation of large and medium-sized projects, members of the risk control committee and market personnel advocate the use of more than 10,000 successful manufacturers. + LED street lights that have been verified by practice for more than five years." Usually technical leaders are one of the core members of the Risk Control Committee, which is destined to be a contradictory carrier.


4 Conclusion


In summary, the problem of the contracted energy management model is plagued by problems, and the troublesome problems of LED street lights are constantly increasing. The problem of product management in the LED street lamp contract energy management mode is more and more troublesome.
