Qualification Requirements for Bidders** **3.1** Must have independent legal person status and a valid business license (all members of a consortium must submit this). **3.2** Must hold both of the following qualifications: - **Design Qualification**: Grade B or higher in Engineering Design Integrated Class A or Municipal Industry (Drainage Engineering). - **Construction Qualification**: Grade III or higher for general contracting of municipal public works. **3.3** Must possess a valid safety production license (only required from the construction party). **3.4** Must comply with the regulations set forth in Yujian Construction Office Document [2017] No. 14. Construction enterprises outside the province must register their information in the provincial construction enterprise information system and pass verification. The construction unit must also register for the specific project, and the design company’s corporate information must reflect the required qualifications. Proof of successful registration (with official seals) must be provided. **3.5** The lead designer must hold a senior engineer qualification and have a major in municipal engineering. **3.6** The construction project manager must hold a registered construction engineer certificate (specializing in municipal and public works) and a safety production assessment certificate (Class B). **3.7** Financial and credit requirements: The bidder must not have been suspended from operations in the past three years (2014–2016), nor should its assets have been seized, frozen, or declared bankrupt. The company’s official seal and the legal representative’s signature must be included in the bid documents. All consortium members must provide a commitment letter. **3.8** Within the 36 months prior to the bid opening date, the bidder must not have reported any serious quality issues, safety accidents, or successful bids that were later found to be problematic within China. A commitment letter must be submitted. **3.9** The bidder must not have received administrative penalties restricting its operations within the specified period. All consortium members must provide a commitment letter. **3.10** The bidder, its legal representative, or the proposal manager must not have any records of bribery found in the Procuratorate’s anti-corruption database within the last 36 months. A commitment letter must be provided. **3.11** Consortium bids are accepted: - Independent companies without both design and construction qualifications may form a consortium. A valid consortium agreement must be presented during the bid opening (the designer provides design qualifications, the constructor provides construction qualifications, and the consortium leader must be a construction company). - The consortium must be led by the construction company, which will coordinate the entire contract process. - All bid documents, construction contracts, and design contracts after winning the bid must clearly state the responsibilities of each member. - All consortium members are jointly and severally liable for the contract execution. - A copy of the consortium agreement and the power of attorney from the leader must be submitted with the bid. - No member may bid alone or join multiple consortia simultaneously. Violations will result in disqualification. - All members must be capable of undertaking the project and meet the required qualifications. **3.12** Before the bid opening, the authorized representative (a registered construction engineer if proposed) must attend the meeting with the consortium agreement, power of attorney, ID card, and registered construction certificate.
