Zhao Jiarong: In 2007, based on international experience, in-depth investigation and research, and repeated argumentation, the National Development and Reform Commission and the Ministry of Finance researched and proposed a financial subsidy program for efficient lighting products promotion. At the end of the year, the Ministry of Finance and the National Development and Reform Commission jointly issued the Interim Measures for the Administration of Financial Subsidy Funds for Efficient Lighting Products Promotion. The measures stipulate the subsidy method and subsidy standards, and promote the enterprise and product requirements.

From the perspective of subsidy methods, indirect subsidies are used for promotion, that is, unified bidding to determine the high-efficiency lighting product promotion enterprises and the agreement supply price, the financial subsidy funds to replenish the winning bidders, and then the winning bidders according to the bid-winning agreement supply price minus the financial subsidy funds The price is sold to end users, and the ultimate beneficiaries are large users and urban and rural residents.

From the perspective of subsidy standards, each of the high-efficiency lighting products of the bulk users is subsidized at 30% of the supply price of the winning bid agreement; each high-efficiency lighting product for urban and rural residents is subsidized at 50% of the supply price of the winning bid agreement.

From the perspective of promoting enterprises and product requirements, the promotion enterprises are determined by the national unified bidding, and they are required to have a comprehensive after-sales service system and fulfill the agreed quality commitments (the bulk users are no less than one year, and the urban and rural residents are no less than two years). The high-efficiency lighting products provided by the promotion enterprises must meet the energy-saving evaluation value of the national energy efficiency standards of lighting products. The specifications and models must pass the certification of national energy-saving products, and the government subsidies and green-light engineering words should be printed on the outer packaging and the body.

Since the implementation of this policy, local energy conservation authorities and financial departments have carefully organized and implemented according to the unified arrangements of the state, formulated promotion plans, carried out publicity and training, strengthened organization and coordination, and promoted the progress of the work. Some local governments have formulated supporting subsidy policies based on state subsidies.
