Fujian Province is a region with frequent lightning disasters. The lightning strikes and lightning disaster losses are increasing year by year. On November 30th, the Fujian Provincial Meteorological Regulations (Revised Draft) was submitted to the Provincial People's Congress Standing Committee for preliminary review by the Fujian Provincial Government, and the detailed lightning protection measures were the focus of revision.
The revised draft stipulates that lightning protection devices must be installed for new construction, reconstruction or expansion of construction projects. The lightning protection devices shall be designed, constructed and put into use simultaneously with the main project; the main works of the lightning protection devices that have not passed the design review shall not be constructed. The main project of the lightning protection device that has not passed the acceptance check shall not be put into use.
The revised draft also stipulates that the lightning protection device shall implement a regular inspection system. That is, the lightning protection device that must be installed according to the state regulations shall be inspected once a year. The lightning protection device in a dangerous environment such as inflammable and explosive shall be inspected once every six months. The service enterprise or the owner of the unemployed property service enterprise shall regularly entrust a testing institution with corresponding qualifications to test the lightning protection device. Facilities such as outdoor billboards, signage towers, solar water heaters, and information receiving devices installed in buildings (structures) shall adopt lightning protection measures in accordance with technology and avoid affecting the functions of lightning protection devices for building (structure) buildings.
