I. Project Overview
1.1. Project Background and Objectives
In order to ensure the orderly implementation of our company's business class material sorting work and support the company's business development, we plan to select a cooperative unit to provide sorting services for the company's business (card type terminal and other materials). And according to the actual sorting workload to pay equal service fees.
1.2. Project scope
1.2.1 Sorting materials: Cards, terminals, business units, invoices and other materials.
1.2.2 Sorting requirements: According to the requirements for classification, combination, packaging and quality inspection.
1.3. Project budget: The project budget amount (maximum price) is 500,000 yuan (excluding tax), and the bid is not divided. It is proposed to select one company to win the bid.
1.4. Project cycle: From January 1, 2017 to December 31, 2018.
1.6. Framework procurement
This project is a framework procurement. The procurement of this framework is a project that the purchaser expects to take place during the demand period. It does not represent the commitment of the purchaser to a specific project made by the selected party. For example, if the purchaser does not select the right party during the demand period, If a purchase order is placed or the purchase order is not released in full, it does not constitute a breach of contract by the purchaser. The winning party must not pursue the buyer’s liability for breach of contract and must submit a commitment letter in the response file (see the response document for the format). If the respondent disagrees with this provision, the responding party shall inform the purchaser in writing and quit the project.

Second, qualifications and supplier qualification requirements
2.1. This project adopts the post-qualification method.
2.2. The responding party must be a legal enterprise, institution or other organization that is registered in China with independent legal personality and business scope license, and the establishment period is not less than 24 months (until the submission deadline of the response document). For those who have replaced their new business licenses in accordance with the business registration reform requirements, they should provide screenshots of the latest inquiry results (displaying business scope, registered capital, etc.) of the provider's subject information. If the respondent has absorbed and merged, its establishment time can be traced back to the registration time of the original unit; if there is a new merger, the establishment time can be traced back to the registration time of the unit whose establishment time is short in the units participating in the merger. The business scope of the participating units includes, but is not limited to, logistics services or logistics technologies.
2.3. Two or more legal person, parent company, wholly-owned subsidiary company and its holding company whose legal representative is the same person cannot participate in the project's response at the same time. A copy of the company's constitution or other supporting documents must be provided.
2.4. The responding party must be a general VAT payer. If it is not possible to identify the supplier as a general taxpayer through a copy of the State Tax Registration Certificate, a general taxpayer qualification certificate must be provided.
2.5. Credit requirements: Not being ordered to suspend business, the qualifications for bids have been canceled; In the last three years, there has been no fraudulent bid and serious breach of contract; In the last three years, there has been no major deviations between the promised clauses in the bidding documents and the actual service conditions after winning the bid. Reputation record.
2.6. Financial requirements: Comply with the relevant laws, decrees and regulations of the state and pay tax and social security records in accordance with law. No property was taken over or frozen, bankruptcy status, no bad cooperation record in the past three years, and the “tax payment certificate” issued by the tax authorities in 2014 or 2015 (certificate of tax payment stamped with the official seal of the tax authority) or issued by the tax authority "Tax Exemption Certificate" or the "Duty Certificate" issued by the state tax authority for 2014 or 2015.
2.7. If the project is involved in the bid authorization, it will receive the relevant authorization letter forwarded by the tendering party.
2.8. This project does not accept Consortium response.
