The Hengdong County S314 line (Jinma Automobile Center-Jinhuaqiao South) reconstruction project has been approved by the Development and Reform Bureau of Hengdong County with the approval of Dongfa Changzhao [2016] No. 63 document. The source of the funds is county financial funds. The bidder was the Housing and Urban-Rural Development Bureau of Hengdong County. The project has already met the conditions for tendering, and the construction of the project is now open for public bidding.
2. Project overview and scope of tender

2.3 Scale: The project has a total length of 275.3 meters and a width of 45 meters, including sidewalk reconstruction, road widening and reinforcement, asphalt pavement laying, drainage and drainage pipes laying, street tree planting, and street lamps. The estimated total investment is approximately RMB 3.6 million, which is subject to the assessment center's announcement.

3, bidder qualification requirements
3.1 Having an independent legal personality and obtaining a business license in accordance with the law, the business license is in the validity period. Foreign enterprises in Hunan Province shall go through the registration of the basic conditions of foreign enterprises in Xiangxiang according to the requirements of Xiangjianjian [2015] No. 190 document (take Hunan Provincial Housing and Urban-rural Development "Network" prevails) or have a registration certificate for construction (within the validity period). ;
3.2 The construction enterprise that has the qualification for general contracting of the municipal public works project issued by the construction administrative department and the above qualifications, the safety production license is in the valid period, and has the corresponding construction capabilities in terms of personnel, equipment, and funds;
3.3 The person in charge of the project is a professional construction grade professional certificater of a municipal public engineering professional or above. He has an effective Class B safety production evaluation certificate and has no construction in progress; and the certificate registration unit is consistent with the bid applicant. Specific requirements for other personnel in key positions in the Construction Project Department:
(1) Bidders shall be equipped and constructed in accordance with the national and provincial laws, regulations, and standards, and the notification provisions of Xiangjian Jianjian [2015] No. 57 Document "Hunan Provincial Construction Engineering Department and Site Supervision Department Key Personnel Management Measures." Personnel in key positions in the project department. The number of key personnel in the construction project department shall not be less than the minimum standard for the provisions of the document No. 57 of Xiangjian Jianjian, ie, 1 person in charge of the project, 1 construction worker, 1 safety worker, and 1 labor and capital manager ( The company's proposed documents shall prevail, and provide labor service permits or construction workers' certificates, construction cost certificates, and budgetary staff certificates).
(2) Personnel in key positions in the Construction Project Department may not have projects under construction.
(3) The key personnel of the construction project department must be the in-service personnel of the company (requires a copy of the ID card, the social guarantee issued by the labor and social security department from March 2016 to August 2016 and the online inquiry method).
(4) Key positions personnel should hold corresponding post qualification certificates. If the post qualification certificate indicates the name of the unit, it should be consistent with the name of the bidder.
(5) Foreign enterprises in Hunan Province shall provide the certificate of no project under construction issued by the construction administrative department at or above the prefectural (municipal) level for the project architect and other key positions.
3.4 The Commonwealth does not accept bids for this consortium.
