The Liuhe Tower was built in the Northern Song Dynasty Kaibao three years (AD 970). It was the king of Wuyue, Qian Hongyu, who prayed for the Qianjiang River to suffer from the dangers of the Qianjiang River. The giant tower is surrounded by mountains and rivers. After more than a thousand years of historical inheritance and baptism, its stalwart, majestic and full of historical vicissitudes and fascinating features stand on the banks of the river. Its rich culture, science and technology and art reproduce the ancient Chinese architecture and construction techniques. The opportunity, the existing brickwork body shape, materials, styles, embossed patterns, etc. are the physical examples found in China that conform to the "Building French" regulation, and thus become one of the outstanding representatives of the pavilion-style ancient tower. In 1961, the State Council listed Liuhe Tower as the first batch of national key cultural relics protection units.

The perfect combination of natural scenery and human history of Liuhe Tower has become an important symbol and city symbol of Hangzhou. The Hangzhou Municipal Government hopes to further improve the night image of Hangzhou by implementing the Liuhe Tower Night Lighting Project.

Liuhe Tower is one of the core landscapes of the Western Lakes, a national ancient building and a world cultural heritage. The implementation of night lighting cannot be in any conflict with the protection of cultural relics and the application of the West Lake. The constructor and the designer consciously guide the public's aesthetics, and maintain the authenticity, integrity and sustainability of natural and historical sites through a combination of phased, small-scale, and detailed gradual integration, protection, and utilization. The nature has been explored, and efforts have been made to present the night view of Liuhe Tower as a landscape with distinct traditional aesthetic appeal and simple vicissitudes.

In 2009, the night view project of Liuhe Tower Scenic Area was officially launched, with a total investment of 6 million. The design work was completed by the owner and the technical personnel of the design team. The project completed the lighting project of the core scenic spot and the main scenic spot in 2010, and completed the lighting project of the second-level scenic spot in April 2011. At present, it has passed the completion acceptance and engineering audit of the relevant departments of Hangzhou. The investment is reasonably controlled and the follow-up management is well received, which has won the evaluation of high social benefits and won the honor of Zhejiang Excellent Building Decoration Engineering Award (Intelligent Engineering).
