The EPC project general contracting for the 3.8 MW distributed solar power project of Jiangxi Luyuan Photovoltaic Co., Ltd. has been approved by the Nanchang Development and Reform Commission (Hongfa Gaiyuanzi No. 2016 [2016] No. 26), and the construction funds have come from the company's own financing. The proportion of the project's investment is 100%. The project already has the conditions for bidding. The project is now undergoing public tendering for the design, procurement, and construction general contracting.
2. Project overview and scope of tender
2.1 The project investment is about 26 million yuan. This project involves the construction of a 3.8 MWp distributed photovoltaic power station within the wastewater treatment plant of Nanchang County and the Jinxian County, using the pool and the plant vacant land, and using solar power to generate electricity. Nanchang County Sewage Treatment Plant is located in No.68 Liujia Village, Banlian, Bayi Township, Liantang Township, Nanchang County. The Jinxian County Sewage Treatment Plant is located in Wuhe Third Battalion, Minhe Town, Jinxian County. It has a total installed capacity of 3.8MWp and a total of 265Wp solar photovoltaic modules. In block 14388, the actual installed capacity is 3.818280 MWp. The installed capacity of Nanchang County Sewage Treatment Plant is 2.1 MWp, and 265Wp solar photovoltaic modules are installed at 7,920 pieces; the installed capacity of Jinxian County Sewage Treatment Plant is 1.7 MWp, and 265Wp solar photovoltaic modules are installed at 6,468 blocks;
2.2 Duration and Quality Requirements: The total construction period is 260 days (including the design, procurement, construction, and grid operation cycle). The planned start date is December 15, 2016. Quality Requirements: Qualified
3. Bidder qualification requirements
3.1 The bidder must be an independent legal person company registered in the territory of the People's Republic of China (excluding Hong Kong, Macao and Taiwan);
3.2 The Bidder shall have qualifications of engineering design power industry (new energy power generation project) Grade B and above issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China. At the same time, the Bidder shall have the qualifications of the general contractor of the power engineering construction grade or above or the electromechanical installation of the building. Engineering contractor qualifications;
Bidder performance requirements:
3.3 Design Aspects Performance requirements: From September 1, 2013 to August 31, 2016 (according to the time when the contract is signed), at least one single photovoltaic power plant design experience of 2.2 MWp (inclusive) must be completed;
Performance requirements for construction: From September 1, 2013 to August 31, 2016 (according to the time of signing the contract), there must be at least one completed 2.2MWp (inclusive) single photovoltaic power station construction experience;
Project leader qualification requirements:
3.4 The person in charge of the design (design manager) shall be the incumbent employee, senior engineer or above technical title of the bidder, from September 1, 2013 to August 31, 2016 (according to the time of signing the contract) and shall have one completed 2.2 MWp (inclusive) the above monomer photovoltaic power plant design performance;
The project manager (project leader) shall be the incumbent of the bidder, qualified as a Class 1 Registered Constructor (Mechanical and Electrical Engineering), from September 1, 2013 to August 31, 2016 (subject to the time of signing the contract). Must have a completed 2.2MWp (inclusive) or above single photovoltaic power station construction performance;
3.5 This tender accepts the Commonwealth bid. The two parties formed a consortium, signed a consortium agreement, and clearly identified the leaders. There were at most two members of the consortium.
4. Please provide the following information when registering
4. 1 company's legal representative book (at the time of registration of legal representative) or legal representative's power of attorney (at the time of registration of authorized person) and my valid identity;
4. 2 business license of enterprise legal person;
4. 3 Qualification certificate of the construction unit, performance contract and completion acceptance (or completion issued by the owner); Qualification certificate of the design unit, certificate of performance contract and construction drawing review (or issued by the owner);
4. 5 project manager (project leader) qualification certificate, performance contract and completion acceptance (or completion issued by the owner); design responsible person (design manager) title certificate, performance contract and construction drawing review certificate (or issued by the owner );
4. 6 Consortium Agreement (if bid for consortium).
5, registration time
From September 26, 2016 to September 30, 2016, every day from 9:30 to 16:00 (excluding holidays). The bidding documents are priced at 800 yuan/copy and will not be refunded after sale.
