3, bidder qualification requirements
3.1 Having an independent legal personality and obtaining a business license in accordance with the law, the business license is in the validity period. 3.2 The qualified construction enterprise with the general contracting of the building construction project issued by the construction administrative department, the safety production license is in the valid period, and has the corresponding construction capabilities in terms of personnel, equipment, and funds;
3.3 The person in charge of the project is qualified to register a registered architect for building construction engineering with Grade A and above, has an effective Class B safety production assessment certificate and has no construction in progress; and the certificate registration unit is consistent with the bid applicant. Specific requirements for other personnel in key positions in the Construction Project Department:
(1) Bidders shall be equipped and constructed in accordance with the national and provincial laws, regulations, and standards, and the notification provisions of Xiangjian Jianjian [2015] No. 57 Document "Hunan Provincial Construction Engineering Department and Site Supervision Department Key Personnel Management Measures." Personnel in key positions in the project department. The number of key personnel in the construction project department shall not be lower than the minimum equipment standards stipulated in the document No. 57 of Xiang Jian Jian [2015], that is, 1 person in charge of the project, 1 person responsible for project technology, 1 construction worker, 1 safety person, 1 member of quality and 1 employee of labor and capital management (according to the company's proposed documents, and provide labor service permits or construction workers' certificates, construction cost certificates, and budgetary staff certificates).
