These Rules shall apply to the project price settlement activities of the primary grid project (including non-independent secondary system projects) implemented by the State Grid Corporation's headquarters for direct investment and commissioned construction management. The independent secondary system project directly invested by the company headquarters, its project price settlement management is implemented with reference to these Rules.

The "Rules" include general rules, settlement management institutions, determination and adjustment of contract price, preparation and review of construction contract settlement documents, preparation and review of settlement documents such as equipment and materials, approval of project investment settlement, and other seven chapters and thirty-three Article content.
