The "10th Five-Year Plan" period is the best time for development in Shanxi. In the past five years, the Shanxi Provincial Party Committee and the Provincial Government have conscientiously implemented a series of decision-making arrangements by the Party Central Committee and the State Council, closely focused on the strategic objectives of building new energy and industrial bases, intensified economic restructuring, and worked hard to build a harmonious society. Located in the southeast of Shanxi Province, Changzhi City is the starting point for UHV AC pilot demonstration projects. At present, the total installed capacity of power in Changzhi is 2.0449 million kilowatts. In addition to the total installed capacity of 3.6 million kilowatts of Yushan Power Plant and Wangqu Power Plant, Hexin Power Plant, and Daishan Power Plant Phase II that have already been put into operation, plans are underway to start construction. Zhaozhuang Power Plant, Gaohe Power Plant, Yonghexin Power Plant, Wangqu Phase II Expansion Project, Changzhi Thermal Power Plant, etc., have a total installed capacity of 5.4 million kilowatts. It is estimated that by the end of the “Eleventh Five-Year Plan” period, the total installed capacity in Changzhi will reach 12.15 million kilowatts.

According to the "Eleventh Five-Year Plan" and the 2020 Long-Term Goals Report of Shanxi Power Grid, the total installed capacity of large power plants will reach 14.54 million kW at the end of the "Eleventh Five-Year Plan" period, including external power transmission capacity. Up to 6.9 million kilowatts.

Just like highways where coal transportation needs to be smooth, power transmission must also have large-capacity, high-power, long-distance, and high-efficiency grid channels. Shanxi needs to take the initiative in the “Rise of Central China”, take the development path of “big coal power, large market, and large deployment” and implement the strategy of optimizing resource allocation based on the priority of coal-fired power and transmission. The construction of UHV power grid is undoubtedly The best way out.

In 2005, when General Secretary Hu Jintao visited Shanxi Province, he pointed out: "As a major coal province, Shanxi has a comparative advantage in terms of resources. It must not only contribute to meeting the country's energy needs, but also strive to build new energy and industrial bases." It pointed out the direction for energy development in Shanxi.

Statistics show that in 2005, Shanxi Province produced 550 million tons of coal, of which 400 million tons were externally transferred. The contradiction between transportation and transportation is very prominent, and coal for power generation only accounts for 25% of coal used in the province. At present, the coal gangue has reached 1 billion tons of stockpiles, and 80 million tons are newly added every year. This has caused tremendous environmental pressure. If it is not comprehensively utilized, it will cause serious waste of resources.

Shanxi is located inland, deep in the mountain, with inconvenient traffic. With the continuous expansion of the distance and scope of energy sources and places of consumption, transportation of raw coal by railways and roads alone will be increasingly restricted by the “bottleneck” of transport capacity, and it will also cause secondary pollution along the way. However, through the power grid, especially the transmission of ultra-high voltage power grid, Shanxi has a great advantage. Shanxi is located in the center, about 500 kilometers away from Beijing-Tianjin-Hebei, about 900 kilometers from Central China, and about 1,500 kilometers from East China, all within the economical and reasonable power transmission range of UHV power grid.

Located in the southwest of Changzhi City, Changzi County, where the UHV AC pilot project is located, has a county area of ​​1,060 square kilometers, abundant coal and water resources, and convenient transportation. The planned 1000 kV Jindongnan Substation is located in Cuijiazhuang, about 22 kilometers away from the urban area. It is about 400 meters away from the secondary road in the county of Linzi County to the south, and 500 kilometers of the Yulin II return line is about 1 km to the east. The area of ​​the site is farmland, and the terrain is open and flat. It is not within the planned mining scope of the coal mine and there are no relics underground. The terrain of the site is gentle, and rainwater drainage conditions are very good, and it is close to the road, which is conducive to equipment transportation. The site of the site is collapsible loess, generally 2 to 4 meters thick, and Class I non-self-weight collapsible loess. The water depth of the site is 7.1 meters to 10.1 meters. The minimum temperature of the site is minus 30 degrees Celsius, the annual average temperature is 5 degrees Celsius, the maximum wind speed is 30 meters per second, and the maximum ice coverage is 10 millimeters. These conditions are very favorable for the early construction and later operation of the UHV project. The site is 17 kilometers from Zhaozhuang Power Plant and 45 kilometers from Jincheng Power Plant.

It is 12 km from Gaohe Power Plant. The site can use an area of ​​49 hectares, according to the PTMOA closed plan layout, the first phase of the project substation covers an area of ​​7.3867 hectares.

Extremely talented people and if they say that “the time of day” and “geographical advantage” provide good objective external conditions for UHV to start in Shanxi, then “people and harmony” creates a more favorable environment for UHV pilot demonstration projects to start as early as possible.

During the National "Two Conferences" in 2006, a proposal to "start construction of the UHV power grid demonstration project as soon as possible" was passed in the Shanxi delegation. The 47 National People's Congress representatives solemnly signed their own names.

UHV, condensing the expectations and dreams of 30 million Shanxi people, contains the infinite ambition and yearning of the people of Sanjin. The State Grid Corporation of China and the Shanxi Provincial Government signed a summary of the talks and further promoted the construction of UHV power grid projects. The construction of ultra-high voltage power grids has become the Shanxi-Xinjin-rich-mined project that transforms coal into transmission energy for Shanxi.
